Singapore Electricity & Water Bill Calculator

Singapore utility bills combine electricity, domestic water and other account lines. Enter previous and current readings to calculate billed kWh and cubic metres, or use zero as the previous reading when you already know the billed usage. The default regulated electricity rate is the official Q3 2026 household rate before GST; the water schedule is effective from 1 April 2025. Every effective date and component is visible, while gas, refuse, retailer fees, rebates, arrears and account adjustments stay outside the estimate unless you enter them.

The regulated electricity rate applies from 1 July to 30 September 2026. Water prices shown are the domestic schedule effective from 1 April 2025. All component rates below are before 9% GST.

Follow the bill in order

  1. 01Check whether each bill reading is actual or estimated and keep the same billing period.
  2. 02Subtract the previous electricity reading from the current reading to obtain billed kWh.
  3. 03Subtract the previous water reading from the current reading to obtain billed cubic metres.
  4. 04Use the electricity rate covering that period; replace the regulated default for a retailer plan.
  5. 05Allocate domestic water through the 40 m³ threshold, then add GST.
  6. 06Reconcile gas, refuse, retailer fees, U-Save rebates, arrears and credits separately.
